CISAC Push for Absolute Transparency Obligations in AI Act

The International Confederation of Societies of Authors and Composers (CISAC) has joined the chorus of voices urging European lawmakers to embed unequivocal transparency obligations in the final iteration of the European Union’s AI Act. This appeal, put forward on Friday, precedes pivotal discussions scheduled in Brussels this week.

Representing more than five million creators spanning diverse repertoires and global regions, CISAC issued a statement underscoring the need for the European Union to establish robust transparency principles within the AI Act. Comprising song right collecting societies and those representing literary and artistic works, CISAC amplifies the collective concerns of a multifaceted creative community.

While the EU’s AI legislation broadly encompasses artificial intelligence, including generative AI of particular interest to the music industry, its scope is not exclusively tailored to this domain. Nevertheless, it incorporates regulatory measures, notably transparency obligations for AI companies—a long-standing demand within the music sector.

At the final stage of negotiation, where the European Commission, European Parliament, and EU Council collaborate on shaping the ultimate text, certain EU nations advocate for a relaxation of rules, prompted by intensive lobbying from the technology sector. The music industry is steadfast in its commitment to preventing such dilution and safeguarding the retention of essential transparency obligations.

CISAC President Björn Ulvaeus, of Abba fame, emphasised the centrality of transparency obligations in ongoing deliberations over the draft EU regulation. His statement reiterated the critical nature of this juncture, asserting that countries with rich cultural traditions possess a vested interest in shielding their creators and cultural sectors in the AI-infused future.

He went on to express optimism that EU nations would recognise transparency rules in the age of AI are indispensable for safeguarding the interests of songwriters, artists, and creators, asserting that such regulations can be implemented without hindering technological advancement or innovation.
